Status
Waitakere City is continuing to grow, and this growth is one key input to
planning for the future of the city. Part of the capital expenditure included in
the council's activity plans is connected with providing increased capacity to
handle this growth.
The Council is required to adopt a policy on Development and Financial
Contributions under s102 of the LGA, to provide certainty and predictability
about levels of funding. Waitakere City Council adopted its first policy on
Development Contributions and Financial Contributions in June 2004. This policy
was reviewed and a revised version was adopted in July 2006, as part of the
triennial review of the Long term Council Community Plan (LTCCP). The
policy is one outcome of work
towards the LTCCP for the 10 year period commencing 1 July 2009 and is based on
the most recent data.

Development contributions are charged when Waitakere City grants
building or
resource consents for residential and non-residential developments. They will
also be charged in some circumstances when service connections are approved.
The charges will depend on the location of the site being developed, and the
type of development. Consents which only relate to extension of an existing
dwelling (eg. a new deck, living area, swimming pool or garage) will not be
subject to development contributions, unless these create additional household
units.
Credits against these charges will be available for
previous payments of development contributions, and in some cases
for prior development on the site.

These charges may change through the 2010-2011 annual plan process - changing the policy.

adopted on 30 June 2009 and is operative on 1 July 2009.

Remissions - Development Contributions Remission Form (Waiver Form & TUSC)
Generally speaking, development contributions remissions policies are only
applicable for sustainable developments. Please use the
TUSC
(tool for urban sustainability code of practice) in the first instance. Provide your TUSC
score with a future building consent application to potentially obtain a
remission.

Waiver Form Description
The waiver form is to enable reviews, reassessments and remission requests
for development contributions which fall outside the Development Contribution and Financial Contribution Policy.
Circumstances to Use the Waiver Form
The waiver form is to be utilised when developers wish to have the
development contribution of their project reviewed, reassessed, delayed or
request a remission which does not fall within the Development
Contribution and Financial Contribution Policy and / or the scope of the
TUSC (tool for urban sustainability code of practice).

How to Use the Waiver Form
Please complete the waiver form and return it to the Council's Development
Contribution Planner at the address listed on the form. The review of the
development contribution will be undertaken by Council's Group Manager and
Council's Principal Planner.
