Before your application can be formally "received" it will go through a
lodgement check. This check ensures that the appropriate information has been provided. It is not a thorough check of the information's level of detail or accuracy, - it is checking for completeness not correctness.
Please note that if the application does not include an adequate assessment
of environmental effects of the information required by regulations, the Council
may reject the application within five working days of lodgement. If this
occurs, the Council will provide the application with written reasons for
rejecting the application (refer to section 88(3) of the Resource Management
Amendment Act 2003). If the application is rejected the applicant will
forfeit their application fee.
The
lodgement check ensures that the following is provided:
Payment of the required deposit
The name and address of the person/s or company or other body that will be responsible for payment of any additional charges associated with the processing of the
application
Current copy of the certificate of title (less than 6 months old)
Form 5 application is complete and all requested information is provided
Name and address of applicant and owner/occupier of land to which the application
relates
Description of the activity and its location
Assessment of effects. Remember that the District Plan specifies matters that the Council expects you to have
addressed in your application.
Accurate plans to a recognised metric scale e.g., 1:100, 1:200. All plans should have a north point. Even if a building consent application has been lodged it will still be necessary to supply additional sets of plans for this application. For simple applications
2 sets of non-reduced plans plus one set reduced to A3 or A4 will be required. For complex applications, such as medium density housing, pre-school, service station etc, a minimum of
6 sets non-reduced plans plus one A3 or A4 set will be required. All plans should clearly show the name of the person and the company that prepared the plans; the address of property; the date that the plans were drawn and a unique plan reference or identification number and/or variation number where relevant.
Provision of specialist reports supporting the application (flooding, soil stability, contamination, infrastructure & landscape planting). These reports will assess the effects of a particular issue
identify proposed mitigation measures.

It is the applicant's responsibility to provide sufficient and appropriate information with their
application.
Applications with insufficient information will be rejected. The better the information, the easier it is to understand and process, plus there will be fewer delays.
